The Housing Instability Prevention Program HIPP is designed to offer financial support for rent and related housing expenses to low-income families in the City of San Diego who are experiencing a housing crisis and are at risk of becoming homeless. The San Diego Housing Commission SDHC, with funding allocated by the San Diego City Council, administers this program.
Due to limited resources, HIPP can currently assist approximately 300 households annually. For eligibility criteria, please refer to the attached flyer in EnglishSpanish.
SDHC identifies potential participants through referrals from the 2-1-1 San Diego service. A Housing Specialist will contact these households to confirm their qualification for assistance.
Eligibility:
Must reside or work within the City of San Diego
Annual income should be below 80 of the San Diego Area Median Income AMI
Veterans and active-duty military personnel are included
Low-income senior citizens aged 62 or older
Individuals with disabilities
Homeless families and individuals
How HIPP Works:
SDHC provides monthly assistance ranging from $250 to $750 towards rent, based on household needs. Assistance can also cover past due rent, utilities, among other housing-related expenses upon approval. This support lasts for up to 24 months.

Federal Section 8 Housing Choice Voucher Program
The San Diego Housing Commission SDHC manages the federal Section 8 Housing Choice Voucher program which provides rental assistance to thousands of low-income families across the city. With resources from this program, SDHC funds various initiatives med at addressing homelessness and ensuring housing stability.
Eligibility criteria include:
Income must be below certn limits based on family size
No citizenship requirement for U.S. residents
The program covers rent up to a maximum allowed amount, which varies by household and location within the city.
Special Rental Assistance Programs:
Veterans Affrs Supportive Housing VASH: A partnership between SDHC, HUD, and VA, providing housing assistance exclusively to veterans experiencing chronic homelessness.
Family Unification Program: Helps families with children facing separation due to inadequate housing or at risk of out-of-home placement through rental assistance referrals from child welfare agencies.
Moderate Rehabilitation Program: Offers housing assistance for residents living in rehabilitated units managed by SDHC and the San Diego Housing Commission Authority SDHCA.
Non-Elderly Persons with Disabilities Program: Provides vouchers to low-income households where one or more members have disabilities, making it challenging to secure accessible rental housing.
Homelessness Assistance
A significant portion of SDHC's federal resources are dedicated towards combating homelessness in San Diego through initiatives like HOUSING FIRST – SAN DIEGO.
SDHC Achievement Academy
The SDHC Achievement Academy offers classes and workshops med at helping families become more financially self-reliant. These programs cover career planning, job skills trning, and personal financial education.
