The Housing Instability Prevention Program is designed to assist low-income San Diego families facing imminent housing crisis and at risk of homelessness by providing financial support for rent and related expenses. Funded through the City Council, SDHC administers this program in collaboration with 2-1-1 San Diego for referrals.
Eligibility requirements are outlined on the HIPP flyer avlable in English and Spanish. The program helps up to 300 households by offering $250, $500 or $750 monthly toward rent based on household circumstances. Assistance lasts up to 24 months, including case management support and housing-related expenses like past-due rent and utilities.
SDHC's largest initiative offers federal Section 8 Housing Choice Voucher progra over 16,000 low-income households in San Diego city limits, prioritizing seniors and those with disabilities. However, wt times average around 12-15 years due to limited funding.
Eligibility Criteria:
San Diego residents working or living here
Households earning less than the 80 Area Median Income AMI
Veterans active military personnel
Seniors aged 62+
Individuals with disabilities
Homeless families and individuals
The program operates as follows:
Households pay a portion of their income toward rent, typically 30
SDHC covers any excess cost above this threshold for eligible participants
Additional assistance includes utilities other necessary services
SDHC Achievement Academy provides free resources med at financial indepence through career planning, job skills trning and personal finance education.

Special Programs:
Veterans Affrs Supportive Housing VASH - A HUD-VA collaboration offering housing to veterans experiencing chronic homelessness, with VA San Diego Healthcare System providing clinical services.
Family Unification Program - Helps families at risk of out-of-home placement or reunites separated families by addressing inadequate housing through referrals from San Diego County child welfare agencies.
Moderate Rehabilitation Program - Supports individuals residing in a pre-assigned housing unit until they move, while Non-Elderly Persons with Disabilities program provides rental assistance to households where the head, spouse, or co-head is under 62 years old with disabilities needing accessible housing.
